Build up a solid body over the frame using Play-doh or plasticine. When you are happy, cover it in cling-film.
Using pieces of lining fabric doped in slightly diluted PVA, cover the body; two layers should be fine. (It might take a day for each layer to dry).
Especially with the second layer, leave some folds showing in the fabric.
A slight extra width of material makes the epaulettes overhang the arms.
Thin strips of the fabric make a raised collar and a placket.
