Build up a solid arm over the wire using Play-doh. The bulk of the "muscles" should be to the outside (ie away from the body) of the wire. When you are happy, cover it in cling-film
Using pieces of lining fabric (or J-cloth) doped in slightly diluted PVA, cover the body; two layers should be fine. (It might take a day for each layer to dry).
Especially with the second layer, leave some folds showing tension in the fabric (the fabric is being pulled here beteen the screwdriver and the bowl).
